David A. Johnson, ACSW Chief Operating Officer

Mr. Johnson has served as the COO for UPC since 2002. Mr. Johnson received a bachelor’s degree in Social Work from Boise State University and an MSW from Rutgers, The State University of New Jersey. His clinical experiences include work with adolescents in residential group homes, providing outpatient therapy to adults, and treatment of sex offenders. He has an extensive background in education and outcomes research teaching in the Social Work Program at Boise State where he also served as the Department Chairmen for five years. During that time he developed a graduate social work program. He left Boise State to pursue opportunities in the private sector serving as a senior level manager for a Regional managed behavioral health organization covering Montana, Idaho, Utah, Oregon, Washington State, and North Dakota. During this time he promoted integration of mental health care into the primary care setting (see article 1, see article 2) as well as directed development of disease management programs and conducted program outcome evaluations.

At UPC Mr. Johnson has continued to focus on integration issues working with faculty to carry out a demonstration project that used an automated assessment instrument to screen for psychiatric conditions in primary care. (see article) Most recently he developed a large-scale, collaborative chronic care initiative integrating mental health services into the WSU/DMC HIV clinic. In addition, he has served as a consultant to numerous organizations addressing analysis of operations, program planning and development, and outcome evaluation.


Tina Hill-McCants, MA, LLPC Site Administrator

Tina has been employed with UPC since 2001, served as the Site Administrator for the Jefferson and Livonia sites from 2004-2006 and currently works as the Program Coordinator for UPC’s Comprehensive Mental Health and Substance Abuse Program for those living with HIV/AIDS. UPC’s HIV program has been funded from grants administered by the City of Detroit Department of Health and Wellness Promotions for the past five years.

Tina received her bachelor’s degree in Criminal Justice with a specialization in Juvenile Justice from Alabama State University in 1994 and her master’s degree from the Wayne State University College of Education, department of Theoretical and Behavioral Foundation with a specialization in Community Counseling in 2003. She graduated with honors from both Universities.

Her clinical experiences include working with adolescents in detention centers, residential group homes, and inpatient psychiatric care. She has also worked extensively in crisis triage as well as provided behavioral therapy to those who are multiply diagnosed with substance abuse disorder, mental illness, and HIV.  Administratively, in addition to managing the day-to-day operations, she has written, negotiated and successfully secured the program’s grants for the past 4 years.



Rocco Marciano, MSED, LPC Director of Clinical Programs

Rocco has been employed with UPC since 2004, and has served as the Director of Clinical Programs since 2005. Rocco received both his undergraduate (1982) and graduate (1987) degrees from Duqesne (pronounced doo-c?ne) University in Pittsburgh, Pennsylvania. His undergraduate studies were in Psychology and Business Management, and his graduate studies were in School Psychology and Counselor Education. Rocco has 26 years of experience in the counseling field. His experience includes providing family psycho-education and support networks, treatment of dual disordered patients, providing services to patients in the life areas of substance abuse recovery, social skills training, psycho-education, and case management. In November of 2000, Rocco was the recipient of the Western Psychiatric Institute and Clinic (WPIC) Comprehensive Care Services Clinician of the Year award.


Sandra K. Valentine, Billing Manager

Sandy has been employed with UPC since 1997, and has served as UPC’s billing manager since 2001.

Sandy has about two decades of billing experience. She regularly attends Continuing Education courses to keep her current with the ever-changing billing field.


Laura Zanchetta, Human Resources Manager

Laura has been employed with UPC since 1999, and has served as HR Manager and Corporate Compliance Officer since 2004.

Laura received a Business Administration Degree in Marketing with a minor in International Business from Detroit College of Business (also known as Davenport University) in 1997. She graduated with high honors. Laura has over 12 years of experience in doing payroll.
