- Any
unit providing goods and/or services with anticipated internal revenue
of $15,000 or more must follow the guidelines prescribed in John
Davis’ “Service Center Policies and Procedures” memo dated
February 23, 1998.
Required
information for new service centers is as follows:
- Description
of services to be provided to customers
- Listing
of potential customer
- Estimated
total projected costs by types of expenditures (or actual cost where
available).
- To
establish new service centers, a written request must be submitted to
Fiscal Operations (Fiscal Affairs in the School of Medicine) four
months in advance along with the required supporting documentation.
- Revenue
and costs associated with the service(s) must be segregated in
separate account.
- Records
of departments and outside customers using goods and/or services must
be maintained.
- Billing
rates cannot be greater for federally versus non-federally funded
agencies.
- Recovery
of certain costs is dictated by type of service rendered.
- Records
must be kept seven years (accounting standard).
