Based on a Memo of Understanding (MOU) between Wayne State
University and the Detroit Medical Center (DMC), the University receives
from the DMC, Teaching funds on a monthly basis.
In previous years, these funds were called Salary Reimbursement and
the School of Medicine (SOM) Fiscal Affairs office would issue monthly
billings to the various hospitals for salary support (i.e., Harper
Hospital, Children’s Hospital, etc.)
The conversion of these funds took place September 1, 1999.
The amount allocated to each department is based on a
formula of the number of residents there are in each department.
(Specific information regarding the formula should be addressed to
the office of the Chief Administrative Officer.)
When the monthly allocation is received and confirmed by the
University, the Fiscal Affairs office allocates the money to the
appropriate departmental teaching account based on the MOU.
The SOM Fiscal Affairs office then performs a monthly
reconciliation based on the actual expenses in the University’s Banner
System for each departmental teaching account. Any residual balances remaining in the University’s
departmental accounts are then forwarded to the Academic Health Center
Services (AHCS). AHCS then
performs their reconciliation and any departmental residual balances
remaining are then forwarded to the department Practice Plan.
It is MANDATORY the departments reconcile their
individual University Teaching accounts on a quarterly basis. This method is performed by comparing the payroll cumulative
reports, generated by the main campus Payroll office, to the expenses in
the University Banner System. If
those numbers are in agreement, you should then compare to your
departmental records. If in
agreement with the charges in the University Banner System, the department
should confirm in writing to the SOM Fiscal Affairs office the following
information:

Monthly Allocation for the time frame being reconciled

Less expenses from the University Banner System
-
Your residual balance based upon the departments
reconciliation
The SOM Fiscal Affairs office will set up a meeting to
review the quarterly reconciliation with each individual department.
