This memo announces the beginning of the 2007-2008 Promotion and Tenure (P&T) program in the School of Medicine.  All P&T recommendations for faculty and academic staff are to be submitted to the Office of Faculty Affairs no later than Friday, September 14, 2007.

The specific documents required by the School are detailed in the attached instructions. The Department must keep a copy of all documents submitted to the School.  The Teaching Portfolio policy has changed, limiting the portfolio to a maximum of 20 pages.  The Appendix is no longer required.  Templates for the new teaching portfolio are available to assist faculty in preparing a revised teaching portfolio.

The SOM Factors and Guidelines, the CV format, and other important P&T documents are available on the Faculty Senate web site at http://www.med.wayne.edu/faculty_senate/index.htmQuestions regarding the P&T program should be directed to Mary Uryga at 577-0177 or muryga@med.wayne.edu.

Please provide a copy of these requirements to all faculty who will be participating in this year's P&T program so they may prepare a quality dossier.  Problematic P&T dossiers will be returned to the department without review by the School of Medicine P&T Committee.

DOCUMENTS REQUIRED

 

PAYROLL AND FTA FACULTY

For each recommendation forwarded to the School, the Department must submit ONE ORIGINAL PACKET.  All forms must be typed.  Please do not staple the documents because they will be scanned. A complete packet consists of the following documents arranged in the order listed below:

University Promotion and Tenure Coversheet. The department is to ensure that all materials are submitted by completing the coversheet provided.  This form must identify the candidate's current rank and track accurately.  Joint appointments in multiple departments and/or centers must be identified on the form.  Incomplete files will be returned to the department.

Chair's Letter of Recommendation. See separate instructions regarding critical components of letter.

For faculty holding joint appointments in multiple departments or centers, a separate letter from each department chair or director is acceptable OR one letter signed by all department chairs or directors may be submitted.

Departmental P&T Committee Recommendation.  Please do not use any reference to the departmental vote; i.e., avoid using terms such as all, unanimously, majority, etc.

·         For faculty holding joint appointments in a department and a center, the P&T Committee letter must come from the joint committee as described on page 115 of the WSU/AAUP-AFT agreement.

·         The signature of the P&T Committee representative is required; however, if the department chooses to list the members of the P&T Committee individually, then all P&T Committee members must sign the letter.

·         The P&T Committee letter should clearly specify the recommendation being supported. 

Departmental P&T Committee Membership.  Identify the elected members of the committee and include their faculty rank. 

·         The departmental roster must show a committee composition as required by the WSU/AAUP-AFT agreement (see pg. 82); the tenure committee is the promotion committee (non-tenured Assistant Professors should not be listed as committee members).

·         For faculty holding a joint appointment in a department and a center, the joint committee is described on page 115 of the WSU/AAUP-AFT agreement (3+3 or 2+2+2 for a triple joint appointment).

·         Members of the Departmental P&T Committee must be at the same rank (or higher) as the proposed rank for the candidate or they may not vote in the deliberations.

Curriculum Vitae (WSU Professional Record).  The CV must be current and in SOM format. 

·         The CV must be signed and dated and the CV pages must be numbered.

·         Appointment dates must be accurate.

·         The current rank must be listed on CV; the proposed promotion should not be listed.

·         Publications:

-        Publications must be NUMBERED and listed in the appropriate category.

-        Read comments 4, 5, and 8 in the April 25, 2006, memo from Dr. Barbara Price.

·         Grants:  read comments 9 and 10 in the April 25, 2006 memo from Dr. Price.

Personal Statement.  The Associate Dean for Faculty Affairs encourages each faculty member to prepare a personal statement.  For more information about the personal statement, please refer to the Faculty Senate web site under the heading Promotion and Tenure/Annual Workshop/Documentation, slides 9-11 in the PowerPoint presentation.

Synopsis of Teaching Portfolio. The Teaching Portfolio has changed with the new WSU/AAUP-AFT Agreement.  The Teaching Portfolio may be no longer than 20 pages.  The faculty member may contact Dr. Linda Roth at 7-6854 or lroth@med.wayne.edu for specific assistance with the new portfolio format.

Summary of External Evaluators Form.  Identify the external evaluators, who selected the evaluator, and the relationship of the evaluator to the candidate.  Letters from friends, mentors, or collaborators are to be avoided. There should be personal distance between the evaluator and the candidate.  Please read comment 6 from the April 25, 2006, memo from Dr. Price.                      

External Evaluators’ Letters. 

The department is responsible for obtaining three external letters, and the School is responsible for obtaining three additional letters, for a total of six external letters.  The candidate should not solicit the letters directly.  The academic rank of the external reviewer should be equal to or greater than the proposed rank for the candidate.   

·         External letters means letters are requested outside of Wayne State not just outside the candidate’s department.  Be careful when you use DMC physicians as referees since they may hold voluntary faculty rank at WSUSOM that is below the promotional level requested for the candidate.

·         Individuals writing letters must have an “arm’s length” relationship to the candidate. This means that mentors, collaborators, co-authors, etc., should not be asked to write letters of support.

·         Do not request letters from physicians in private practice.

·         Missing letters: Department must follow-up on letters requested by the department.

Professional Summaries:  The department should provide one list clearly identifying the referees solicited by the department and those to be solicited by the School.  The list should contain the name, academic rank, address, and telephone number of each external reviewer, followed by a brief professional summary for each individual on the list. 

·         Provide name, academic rank, address, and telephone number for contacting the external reviewers.

·         Each professional summary must be current.

·         All six professional summaries must be on one page.

Sample Letter Sent to External Evaluators.  The Chair must use the required model letter (see Faculty Senate web site) when writing to external reviewers.  Copies of the Chair’s request letters should be placed directly behind the original letters received from the external reviewers. 

Other Supportive Documentation (Miscellaneous Information).  This section may include additional materials that strengthen the dossier, such as letters of support that are not from external experts, notification of awards, special citations, etc.                                                       

Numbered List of Publications Forwarded.  Reprints forwarded with the dossier must be identified using the numbers used in the CV.  A separate list must be prepared identifying which reprints are being forwarded for consideration.

One Set of Reprints of publications from the reporting period should be provided and numbered, using the numbering in the CV.  If a separate set of reprints is to be included with the CV sent to the external reviewers, please include the appropriate number of sets. 

*NEW*  Grant List.  The University has requested additional information for funded research.  Please provide detailed information for grants/contracts listed in the CV on the required new form (spreadsheet format).  Please read comments 9 and 10 in the April 25, 2006, memo from Dr. Barbara Price.

 

 

ACADEMIC STAFF 

The original packet containing the same documents listed on the previous page are required for Academic Staff promotion and tenure recommendations.  These recommendations will receive direct review by the Dean and are not considered by the School of Medicine Faculty Promotion and Tenure Committee.

 

VOLUNTARY FACULTY 

Promotions of all voluntary faculty members have been delegated to the Dean.   

External letters of recommendations will only be required for promotions to the rank of Professor.  For other ranks, internal letters will be required from the department chair, the department teaching coordinator (if applicable), and the department Promotion and Tenure committee.  Voluntary faculty who teach must provide student evaluations of teaching. 

The requirements for promotion of FTA faculty remain identical to the payroll faculty, including the requirement of a teaching portfolio.

                                    CHAIR'S LETTER OF RECOMMENDATION

The Chair's letter of recommendation for promotion and/or tenure of a faculty member is a critical document in the promotion packet.  Valuable, evaluative information should be provided in the Chair's letter, further clarifying the quantitative material provided in the remainder of the packet. The letter should clearly state the correct recommended rank and/or tenure (percentage of tenure).  The letter should not simply restate the information already available in the packet such as departmental committee's opinion.  Some specific areas to be addressed in a quality letter of recommendation are:

TEACHING

  • Commentary on the amount of assigned vs. non-assigned teaching and the faculty member's willingness to assume those and additional responsibilities; addressing quality and flexibility in accepting teaching assignments.

  • Commentary on the faculty member as a teacher.  Discuss availability to students, rapport with students, etc.

 SCHOLARSHIP

  • Commentary on the quality of the journals in which publications appear.

  • Commentary on the impact of the faculty member on the overall mission of the department.  Estimation of this candidate's importance to the department in relation to others in the department.

  • Commentary on the faculty member's overall scholarly productivity, including efforts at obtaining outside funding.

SERVICE

  • Commentary on the faculty member's local, regional, national, and international presence.

  • Commentary on the faculty member's memberships in professional societies, i.e., ease of obtaining membership.

  • Commentary on the faculty member's interactions with colleagues.

  • Commentary on the faculty member's value as a committee member and participant in overall curriculum and program planning.

  • Commentary on the faculty member's contributions to clinical care programs (when applicable) as related to the hospital segment and the community at large.

  • Commentary on the faculty member's involvement in University Committees, etc.

The Chair's letter of recommendation serves as an additional tool in evaluating the candidate's promotion/tenure dossier.  It allows the basic information provided in the dossier to be properly interpreted and evaluated by the Dean, the School of Medicine P&T Committee, the Provost and the University P&T Committee.
