General Overview
Each year, each Wayne State University student has to pay an omnibus fee that is included with their tuition. Of that fee, some of that money then enters the general account for use by the Wayne State University student body. Any student organization that is registered by the Dean of Student Office (www.doso.wayne.edu) is eligible to receive funds to supplement their events. Funds can be used for on campus programs, operational expenses, and organizational travel. There are three requirements to receive funds for an on campus programs: 1) activity/program is free, 2) open to the public, and 3) on campus (which includes Scott Hall). With the addition of Main Campus funding, the events at the medical school should become somewhat inexpensive to those organizing them. To learn how to become recognized and the budget process, read below.
Becoming Recognized by Main Campus
If you believe or not sure that you were previously recognized by Main Campus, contact Tiny Sebastian from the Dean of Students Office at aj2962@wayne.edu. If you were recognized in the past please continue to the next section of the email. If this is your first time becoming a recognized student organization, read below. 1. The first thing you must complete is the Student Group Interest Form (http://doso.wayne.edu/student-orgs/Student_group_interest_Form.doc) to show that you have interested people. Turn this into Tiny Sebastian at the email address above. Once she approves, proceed to step 2. 2. The second task is to complete/turn in a constitution to the Dean of Students Office (http://doso.wayne.edu/student-orgs/Constitution_Form.doc). There are fifteen questions that must be answered. If you already have a constitution, you maybe able to turn it in as is if it answers the questions asked. This will be kept on record at DOSO and need to be updated each year with the re-recognition process. Once completed, the constitution needs to be mailed to Tiny Sebastian at the email address above. It will be approved within a 2 week span. 3. If you are a student chapter of a larger organization (Ex AMSA, AMA, BMA), you will need to include a copy of the parent group’s constitution or bylaws and a letter giving you authorization to organize your group at Wayne State University. 4. Once approved, you will need to complete the Student Organization Recognition Form (http://doso.wayne.edu/2007-08recognition.asp). All information needed for this form is found below. The SORF needs to be completed every fall. Even if you complete this now, you will have to complete everything with the same information during the Undergraduate Fall Semester. I recommend completing this document so that you can turn in a budget for the fall semester.
Recognition of Previous Student Organizations To become an active organization recognized by the Dean of Students Office you must go online to http://www.doso.wayne.edu/2007-08recognition.asp to complete the Student Organization Recognition Form. The form requires 1.) Name of Organization 2.) Category of Organization (i.e. volunteer, ethnic, academic, etc.) 3.) Campus Address (1396 Scott Hall Detroit, MI 48201) 4.) Phone number (313-577-1465 for the student org or use your own) 5.) Web Address (not required) 6.) Group Email ( not required) 7.) Advisor name 8.) Advisor Phone 9.) Advisor Email (not required) 10.) Website Coordinator name, phone number, and student ID (not required) 11.) President Name, Student ID (9 digits), Address, Phone Number, and Email 12.) Additional Officer’s Names, Position, Phone Numbers, Email, and Student ID 13.) Approximate Number of Active Members 14.) 3 Goals your group wishes to accomplish 15.) Description of Group (less than 1000 characters) In addition to the form above you will need two more items. The first is an email from the organization president stating the organization will follow the current constitution on file with DOSO (you are able to modify and update your constitution once activated). The second item of interest is a letter from the advisor stating they are your advisor and your organization is the official group operating under that name. If you have any questions refer to the following website http://doso.wayne.edu/studentorgs/New_Student_Organization_Workshop.ppt#1 You will need to complete this form once again during the Undergraduate Fall Semester. I recommend completing everything now so that you can submit a budget before school gets to busy.
Applying for Money
In order to complete a budget for Main Campus, you must complete a Budget Workshop Class. This class can be found online at http://doso.wayne.edu/financialforms/reference/Student_Council_Budget_Information.htm At the end of the Power Point presentation, you will need to complete a short quiz of 16 questions. The entire process took roughly 25 minutes to complete. After finished, FILL OUT your name and the organization(s) you are associated with. The Dean of Student Office wants at least the president and treasurer to complete the workshop. In order to submit a budget you must complete the workshop and authorized to sign financial and other university forms. If you have further questions about the process you can consult the budget handbook (http://doso.wayne.edu/financialforms/reference/Student_Council_Budget_Information.htm). When filling out budgets, everything will be found online and done through email. After the budget is approved, then you will have to meet with a Campus Life Advisor in DOSO (3rd floor of the Student Center). They will take you through all the forms necessary. On a side note, the DOSO does not distribute cash to any organization. Everything you receive is “inter-university dollars” and is distributed from DOSO to different on campus vendors.
Some Recommendations
1. Complete the form ASAP and try to submit a budget. The more time you allow completing all tasks the better. School may be unpredictable at sometimes. 2. Orient the new first year leaders with the budget process and utilize them. They will have more time to run around and complete the necessary forms. You just need to make sure that are able to sign off on financial papers. You can always add them onto the organization anytime by complete a Change of Officer Form (http://www.doso.wayne.edu/images/pdf/change-officer-form.doc) or add them when you fill out the SORF in the fall. Plus, this will help keep some continuity when they progress into student leadership roles. 3. Utilize the Dean of Students Office! They are more than willing to come to the medical school for any meeting you may need. Laura Pecta (ao1618@wayne.edu) has been more than helpful already. 4. If you are not sure if you can get money for something or unsure how to fill something out, ASK DOSO. It is better to do it right and get the money than fill it out wrong and get nothing. 6. If you request money for something you should use it. The Student Council keeps track of unused money when approving a budget. Also, budget money can only be used for what you applied for and nothing else. Additionally, you need to “show” to the Student Council that the event is open to all Wayne State students.
